After you first install or use Windows Vista or Windows 7 you may notice slow download speeds that eventually time out. This is an easy fix.

Go to Start
In the search box type cmd
When you see cmd.exe show up in the list above it
Right-Click on cmd.exe
Select Run as Administrator

Then once command prompt comes up type in this.

netsh int tcp set global autotuninglevel=disabled

Press Enter key

Your downloads show now be fixed!
